FDS_1 is a D-type flip-flop with data (D) and synchronous set (S) inputs and data output (Q). The synchronous set (S) input, when high, overrides all other inputs and sets Q to high on a falling clock edge. The data on the D input is propagated to Q on a falling clock edge when S is not high.
