Under construction - This module is not yet finished. Floating-point to fixed-point converter.

Known Issues

• This converter uses the round to nearest / even rounding mode. Java uses round to zero (truncation). In order to produce identical results, the converter could be modified to support the truncation rounding mode as well. The rounding mode could be given as a constructor parameter.
• Unlike toFloat, the fixedExponent is applied to a fixedWire of the form x.xxxxx (instead of xxxxxx.0 as in toFloat).
