OBUF is a single output buffer. An OBUF isolates the internal circuit and provides drive current for signals leaving a chip. OBUFs exist in input / output blocks (IOBs). The output (O) of an OBUF is connected to an OPAD or an IOPAD. The OBUF_ANN is an annotation-only cell, i.e. it has no simulation model. This is to allow the user to set up net constraints that aren't supported natively by JHDL (i.e. clock net setup, etc.). (Source: XACT Libraries Guide, pg. 3-359, Xilinx Corporation, 1994.)
