The IPAD cell is a single input pad. The IPAD is a connection point from a device pin used for an input signal to the FPGA. It is connected internally to an input / output block (IOB), which is configured by the XACT software as an IBUF, IFD, or ILD. (Source: XACT Libraries Guide, pg. 3-333, Xilinx Corporation, 1994.)
